Bulk buying mobiles

Has anyone been able to bulk buy mobile phones online? Question raised at a recent meeting because online retailers were restricting bulk purchases (the agency has the funding but can't buy more than one phone at a time). Any good contacts at online providers?

Hi Zoe, I have had a very good experience with Carphone Warehouse, you just need to get through to their Business Department. I contacted them on the phone and had to wait about 30 mins to speak to anyone first, but since then I have my business contact person, everything is done on email, they are very responsive (two days from emailing the order to delivery) and helpful (exchanged one faulty device promptly), and you could try asking for a discount if the number of devices is high. I can see on their website they also have a business email.
If it's not smartphones but basic phones, I was able to order up to 20 from Argos.
